The United Kingdom may decide by ballot whether to restore free movement with the European Union in 2029.

Prime Minister Andy Burnham outlined the possibility in an interview with the Sunday Times. He said the public needs a factual and evidence based debate on a new relationship with Brussels. Burnham described the issue as central to his plan for a post Brexit reset.

The government currently holds red lines from its 2024 election manifesto. Those rules banned a return to free movement, single market membership, or a customs union. A change to those rules likely requires a general election. Officials expect that vote to occur by 2029.

Burnham acknowledged that free movement brings challenges. He noted that European migration patterns have shifted over the last ten years. He described revolving door migration as distinct from the current flow of people.

The prime minister argued that Britons, especially young adults, gained reciprocal benefits from living in Europe. He said those benefits should factor into the public discussion.

Burnham will meet EU leaders at a summit in Brussels on 20 November. He has previously said a new deal could see the UK rejoin the EU completely. Joining the single market or customs union are other options under review. Both paths require the UK to accept rules set by the bloc.
